Getting a licence back in Virginia is a compliance exercise rather than a negotiation. The suspension has to have run, every condition attached to it has to be satisfied, and a statutory reinstatement fee has to be paid — $30, or $60 after the offences listed in § 46.2-411 C. The totals quoted on other sites are usually that fee plus the separate charges for whatever put the licence at risk in the first place.
